This document (EN 16798-1:2019) has been prepared by Technical Committee CEN\/TC 156 "Ventilation of buildings", the secretariat of which is held by BSI (United Kingdom). The responsible German committee is NA 041-02-50 AA "Fundamentals (SpA CEN\/TC 156 as well as WG 1, 6, 8, 19, 20 and WG 23 and ISO\/TC 205\/WG 4)" in the DIN Standards Committee Heating and Ventilation Technology and its Safety (NHRS). In Germany, Directive 2010\/31\/EU of the European Parliament and of the Council on the energy performance of buildings is essentially implemented by national energy saving legislation. The national energy savings law refers to dated national and European standards and national pre-standards that have been established for implementation in Germany. The application in connection with the energy conservation law for buildings is defined in Germany by the regulations there. The regulations of the German energy conservation law cannot be systematically and identically represented with the package of standards of the EPBD mandate M\/480 and the international and European standards referenced therein. When applying the standards of the mandate, neither the procedure nor the result nor the evaluation of the result can be identical to German energy conservation law. At present, the package of standards of the EPBD Mandate M\/480, even taking into account the references to national regulations in the respective national Annexes NA, is not applicable in Germany for the purposes of energy savings law DIN EN 16798-1 describes aspects of input parameters for indoor climate for different comfort categories. This document applies to the design of ventilation and air-conditioning systems and includes reference values for room temperature. For the design of heating systems, the specifications in DIN EN 12831-1 or the national annex of DIN EN 12831-1 apply and the temperatures specified in EN 16798-1 do not apply nationally. For the energy demand calculation, EN 16798-1 also provides corresponding input values for the indoor temperatures. These are to be used in addition to the values of DIN V 18599 and DIN 4108-6. The new EN 16798-1:2019 describes various aspects for the heating engineering trade. All calculation procedures for determining the thermal physiology have unlimited validity and are identical to the procedures of DIN EN ISO 7730. The calculation procedures for PMV \/ PPD as well as the local assessment variables are also to be applied nationally. Furthermore, EN 16798-1 contains reference values for the room temperature for the design and operation of heating systems. For the energy demand calculation, EN 16798-1 also provides corresponding input values for the indoor temperatures. These are to be used in addition to the values of DIN V 18599 and DIN 4108-6. The criteria for the assessment of air quality for adapted persons are not applied in this National Annex. DIN EN 12464-1 applies to the input parameters described in EN 16798-1 for the lighting of workplaces and DIN EN 12193 applies to those of sports facilities. This National Annex replaces Annex A of European Standard EN 16798 1:2019 as the National Foreword.
