Because O<sub>3<\/sub>is an omnipresent air pollutant that affects both human health and vegetation, the U.S. Environmental Protection Agency (EPA) has established both primary and secondary standards. There is no requirement that the primary and secondary standards be identical, nor is there any requirement that only a single expression of the standard be used (i.e., an average concentration for a single time period versus multiple exceedances or integrated exposures).
