Treatment of Risk Within Commercial Air Transport

ESDU 08003 introduces the treatment of risk within the context of the performance of commercial air transport. The concept of risk is introduced in relation to what is considered safe by the aircraft operators, by the official bodies responsible for regulating air transport and implicitly by the users of the service. Risk is classified in terms of the severity and consequences of an event, together with the probability of the occurrence of that event. The term "unit of risk" is introduced to quantify general risk and is seen as either events-based or time-based.
The Item discusses risk as a basis of aircraft regulation and the "unit of risk" as a performance parameter. An Appendix provides a critical review of the Final Report of the Standing Committee on Performance, ICAO Doc.7401-Air/Ops/612, completed in 1953, which has been regarded as a cornerstone of civil aircraft performance since that time.
Worked examples that illustrate the principles outlined in this Data Item are presented in associated Items, ESDU 08004, ESDU 08005 and ESDU 08006. They include an analysis applied to the en-route flight path for large transport aircraft and an analysis applied to aircraft landing distance.
